If the defrost timer is stuck, the stile heaters will either stay on 
(causing the symptoms you describe) or stuck off causing frost buildup. 
The stile heater timer should be somewhere on the lower front of the 
unit. It's usually a stamped steel housing that looks like the spring 
mechanism from an old friction drive toy.

I doubt this thing is worth more than $100 running as it should but if I could find a cheap fix it might be worth spending $20 on a part or so.
