It shouldn't take more than a phone call to find out. This is something 
done a lot by folks who run RVs to make a base camp. They will have a 
stand alone pole and panel that they plug into next to a parking area. 
Maybe a storage shed or similar has a line run to it for lighting or??

In many places you can go to the county and get a copy of the deed or at 
least see them to determine if you are being lead down a path..
