John,

I have worked with some hoses that are good for 20,000 PSI. Plus. I do not think that pressure containing is the main issue.
What may be an issue with hoses is the hose volume and hose expansion. Injectors put out small amounts of fuel, and there may be enough stretch or expansion in the hose where little or no fluid would get into the injector.
One reason for the steel lines is the small ID which keeps fluid column in the lines small enough where volumetric compression of the fluid and volumetric expansion of the tubing are not a significant issues.
