[AT] Ferguson TO20 weak hydraulics

While plowing snow with my TO20, I found that the rear blade will no longer lift as it did previously.  It only comes up about 1/2 inch now.
I've tried searching the archives, and am confused.  If this is caused by the relief valve sticking or leaking, can I access and replace it through the RIGHT access panel?
I have a Wagner WM-4 loader, so access is awkward but possible.
