Public universities redshirt students easily through the counselling process. They advise students to take a light course load which can easily result in coming back to at least start the fifth year. If so, the university gets an extra student payment from the state.

If you want to graduate in 4 years you need to take extra courses to bank for a problem such as a dropped course, course cancellation, etc. Do not trust the counsellors.

[James] My guess is that when the University of Lowell got absorbed by the University of Massachusetts, Lowell had some programs realigned that competed with other campuses. The system likely was underserved with Technology programs. It is expensive to run very similar dual programs.

[Stephen Offiler] What appears to be happening is a shift in the approach to engineering education.  To use James' example at UMass Lowell there is no BSME degree offered at all.  They list AS and BS in ME Technology only.  Then they list ME degrees at the MS and PhD levels.  I can't prove it but suspect there could be an underlying move to keep students paying tuition for 5-6 years instead of 4.
