Devices that suck the oil out through the dip stick are
standard practice with inboard boat engines unless someone
thought to put a drain line in. I prefer the drain lines.
Next time you can get to the drain plug take it out and throw it away.
Replace it with a hydraulic fitting and hose that runs to an area you
can access. I forget what kind of thread drain plugs are. It might take
some type of adapter but that's what I have in my boat. Hook a small
12 V. transfer pump to it and suck it into a bucket.

I use the mighty vac unit myself. I like it. Works just fine, but you
would want the oil kind of warm. If that's not possible at least do it on a
warm day. It goes much faster.
