If you're cutting holes the sizes used in instrument panels, they make tools for that, like the link below.  The metal shop where I went to college used theirs a lot, but I don't think it ever needed sharpening.  There is another kind that "punches" instead of cuts, but the one I saw was for smaller holes.  I went to the College of the Ozarks and worked as a mechanic.  We had lots of surplus equipment, old equipment and would re-fab things.   We turned Buda tugs into "Engines" for tour trains with a faux steam appearing skin.  The rear fenders and body was all cast iron, about 4" thick, just for ballast.  They would pull :-)
