Spencer,

This looks like it is a NPT Female hose swivel that is screwed into a nipple which is screwed into to coupling welded to the cylinder. The swivel fitting has a cone that seats on the ID of the nipple. This was a more common setup on older cylinders. My guess is that the threads have rusted together.
One way to get it off is cutting or grinding the hex swivel to relieve pressure. The other way is brute force. You can replace this swivel adapter with a new one.
