That makes sense. I was doing more reading on there website. One comment is that they were still using Tier 3 rated engine emissions when other suppliers were using more modern emissions ratings. Not sure how they do this. 
Could be the tier 3 is for things outside of the USA and Canada. I noticed they had a large line of products not available in the USA and Canada.
Also noticed they were marketing MAZ trucks. Years back I had a MAZ truck temporarily imported to the USA, and then sent back to Russia, which is the largest market for the MAZ trucks. When we tried to send it back, we had huge problems because the import regulations were stricter than regulations of equipment built there.
