Thanks,  the drawing made it appear that the chain
was just dropped in against the bottom with no insulator.

Yes sir. My tank electrodes are cheap steel fence wire that I wrap with 
electrical tape like a barber pole. Then I slip them through a few 
packing peanuts to keep them from bumping by accident.
