Thanks for the information about the fuel pumps.  I'm sure some applications of this motor have them, but not mine - just a shut-off at the tank, a fuel line, a filter, and more line into the carb.  The old house garage doesn't have any lights, and much of my garage stuff (like a droplight) is packed away still, so I haven't really taken a good look at how everything is hooked up, to try to figure this tank system out.  I'll have to use some daylight hours to go look at it soon.

Possibly worth mentioning.  I’ve got at least three 8HP Briggs I/C engines in my care (I own one, and the other two are on equipment I am free to borrow in return for doing maintenance).  All three have suffered failed fuel pumps.  It is a diaphragm type pump, which uses pressure pulses from the crankcase to move fuel.  Diaphragm failure allows fuel to drain into the crankcase (in the case of these 8HP models the fuel tank is above the engine and gravity does its thing).  Usually happens while sitting for a period of time, and when you attempt to start it (if you haven’t been thoughtful enough to check oil level first) it will smoke heavily.

I just checked the Briggs site and found the parts manual for Scott’s 16HP engine:
