The lead washers seal against any coolant that might leak by the head studs
where they thread into the water jacket.  They also act as a lubricant when
torqueing the head nuts so you get the proper tension on the head studs.

I was thinking a seal as well. Long time ago the SEL guys taught me to use a
solder to make a seal for head bolts where the bolt cavity was in the water
jacket.
