I’ve seen many successful repairs but you will want to break the tire down and see how bad the whole rim is.  It might not be worth the effort.

  What success have you guys had in welding up/in patches where the 
valve stem goes on rear tractor tires. The hole for the stem is about 
3x's what it should be. I also have some cracks. FWIW this is a rear 
tire on a 4020 Deere, full of fluid, and we do heavy pulling with the 
tractor--I'm guessing that is what caused the leak to develop today. All 
I know is its sweating enough to actually run water out of the valve 
stem area.
