[AT] Manual battery chargers for very dead batteries.

I no longer seem to be able to find "truly" manual battery chargers.   I've bought two different ones advertised as "manual" and the second is about to go back to the store.   Neither would output current if it can't sense a minimum voltage.   To me that does not constitute "manual".  "Manual" to me means you plug it in and you have 12 volts at the leads.   This no longer seems to be the case.  This one below was advertised as a manual charger and the sticker on the top clearly indicates it won't charge very dead batteries, power my electrolysis, act as an AC->DC transformer for me or nothing.

Anyone know of a good, truly manual charger that I can buy?
