I have had that same issue on a tractor before. On the Fords sometimes 
it is as Cecil mentioned. I have also had an internal linkage bend or 
have the pin loose or damaged and see  the same result. I am not sure if 
your tractor could have either of these other two conditions as I have 
experienced them on other brands.
