The float possibly.  Does running it with a little bit of choke help or hurt?    If it helps you have a minor fuel flow restriction or vacuum leak.    If it hurts or leaves the tractor unaffected it's could be a number of things; my guess is mildly retarded timing.  But that's a wild stab.
