Cecil, the items you describe could have been me talking to our county 
planning commissions over the years here in RURAL California. California 
has tougher regulations and laws on many things than other places, but 
the reason is exactly what you cite - to try and rein in the cheats, 
profiteers and fly-by-nights....
      In the bigger counties, the rules usually work. In the rural 
counties, Joe is buddies with Jose who is buddies with Rich and they all 
want to get along so they ignore the squeaky wheel person and cut the 
corners and a few years later, look at the problem that "no one could 
have anticipated" - that is except the person who brought up the history 
of the land, the honest engineer that did not get hired and the 
"troublemaker" farmer....
      I have now built a number of buildings and taken the calculations 
and ALWAYS put in a margin of error.
