As I understand, the Chinese had a contract to make Honda small engines
for a few years. The contract didn't require them to give any of the
molds back after the contract was up. The Chinese just had to change the
name. In short these are Honda engines, probably with Honda designed
quality control, but made by someone else. 

The patents on the Honda engine are long expired. All Honda has is a
name and quality control. The Chinese seemed to be learning quality
control, and they had a leg up because Honda didn't give the contract
without first ensuring good quality control that they just need to
continue.
