[AT] USDA Program? (OT?)

A better question would be, when USDA funds began to be used for *any*
purpose outside of the core mission, which is presumably agriculture.

This to me has nothing to do with LGBT.  In my opinion, people can do
whatever they want with their lives, as long as they aren't psychopaths,
sociopaths, terrorists, murderers, rapists, pedophiles (etc, you get the
picture).  Nice, non-aggressive people should be able to do whatever they
want.  To me this has everything to do with an enormously bloated
government.

According to various references on the Web, the USDA got started by Abraham
Lincoln in 1862.  Considering the radical changes in agriculture since that
time, certainly the USDA would have to evolve accordingly.  This leaves me
wondering what an appropriate core mission for the USDA would be in the
year 2016.
