Well, I wet it down with a hose for awhile to control the dust and maybe loosen the gunk, scooped out the big parts.  About half of the cups were blocked with a substance about the consistency of peat pots.  Took the power washer to it.  One discovery, when you spray down in a cup, the water hits the round bottom and ejects violently to the rear, at groin level.  I washed for about 20 minutes, then took a shower.  I think it salvageable, nothing looks rusted thru, very little surface damage.  I don't know if it will turn yet, I think it will.  I must have rattled off a nut on the way over, I've got a disk dragging.  Of course, I didn't see that until I turned the area into a mud pit....  
I wonder if it would be better to leave the boxes open?  It's in a shed, a very old shed, but the dirt under the drill was as dry as a pop-corn fart.  (Things grampa said....)

I'm with you on the N-95 mask, but the chlorine bleach will rust anything
that has not yet rusted. Oil might be the best option to contain the small
particles.

Len, John and Charlie bring up a a good point about trying to contain the
dust. Mice nests are filled with all kinds of nasty that you want to keep
out of your lungs. I would buy one of those disposable N95 dust masks, and
saturate everything with a bleach and water solution to kill the viruses.
