[AT] Flail mowers

I have a flail mower, and am quite happy with it.  When the grass is overly
tall, it does still leave the dead grass on top, but it's spread more
evenly.

Flail mowers are commonly used on roadsides here in ny...  they only mow
2-3 times a year...
