Charlie,

I checked into this since I'm paying a small fortune every month for dell and Internet service out
here in the boon docks.  I entered my address and they responded with: You don't have very good cell
coverage out there so we might not be able to help you.  From that I think I can surmise they are not
using Verizon's cell towers for their service because I do get good cell service from Verizon. .  The
other cell providers are blocked out due to the terrain I   would jump at an opportunity to lower my
monthly fees.

You are right Dennis.  The phone is useless outside the US.
To be honest I've never checked on their charges for international
calls from within the US.  It's irrelevant to me and probably 99% of
all US citizen cell phone users.    I just know they cut my cell phone
bill from close to 80 bucks, phone only, no data and a relatively small
number of minutes to $25.00 with unlimited data, phone and texts.
Guess what I can afford to make an international call or two with the 
savings.

This all sounds good WITHIN THE CONTINENTAL USA. Once you leave or call 
outside, things are not as simple.
