On the 94 and 96 Ford truck, there is an 8" wide panel that is near the top 
of the tailgate (on the Inside) that runs almost the entire length of the 
tailgate. It is held on by 12 torx fasteners. If you remove this panel, you 
can get to the lever rods that the handle is supposed to move. If  the 
handle is broken, pulling on these rods will release the gate. Otherwise, 
some silicone sprayed on the posts on the side of the gates may release it.

I have a 99 ford truck have some items in bed,problem my brother in law
and grand son loaded a old restored trunk in the back when i went to
open end gate to get out. Handel won,t release end gate, with cap on
can,t get it out or get in bed. Any ideas how to get gate open so i can
get to inside on it. I think the little plastic clips broke any and all
reply's helpful. Truck is in almost prefect condition so don,t want to
get drastic after it.
