[AT] OT- voltmeter spiking Jeep Cherokee

A quick way to see if the ground strap will help is to take a set of jumper
cables and clamp one black end to a good clean spot on the engine and the
other black end on the frame to make a temporary ground strap. Then see if
the voltage settles.
