They are made here in NC and engineered such that they can NOT turn over
in use on a flat surface.  When not in use I think they can be inverted and 
used
as a storage bin of sorts.  I have not used one but they are supposed to be
very well made.  Not exactly cheap though.  It might solve your problem.

Farmer, I started raising the floor;  had to stop cause I couldn't get the
bottom drawers open on the stove and cabinets.
The sons came through; they went to town and bought a nice microwave for
Barbara. Now we have just what we always wanted (?); Hers and His
microwaves.
As Thomas suggested, I would liked to have played around with that project,
but I have dozens of serious projects needing attention.

I have the same problem. I resolved it with a three-step stepladder with a
handlebar. It is not perfect, but it will do, and it did not cost an arm and
a leg. I did not even have to go buy a short ladder, I already had this one.
The stool idea it is a good one, but the stools tended to slide on the wood
floor.

You can get a stool.

My did had a stool that had a wrap around grab bar so he could gain some
height and had a bar to steady himself.
Like mentioned before microwaves are pretty cheap. If the space is available
another microwave would be the best bet. Probably cheaper also.
Not quite as fun to think about though. :-}

Herb,

Building a mechanism like this is a neat idea. You might find linear
actuators on Amazon. They could be similar to the electric lifts for garden
tractor blades, etc.

A more cost effective idea is to buy a countertop microwave and just not use
the other one.
