You can get a stool.

 My did had a stool that had a wrap around grab bar so he could gain some height and had a bar to steady himself.
Like mentioned before microwaves are pretty cheap.  If the space is available another microwave would be the best bet.  Probably cheaper also.
Not quite as fun to think about though. :-}

Building a mechanism like this is a neat idea. You might find linear actuators on Amazon. They could be similar to the electric lifts for garden tractor blades, etc.

A more cost effective idea is to buy a countertop microwave and just not use the other one.
