My experience differs. Especially with construction zones that the 
commuters all know is there every day. Now length of the open lanes yes 
rather than coming to a complete stop and blocking BOTH lanes in the 
late attempt to merge. I like the sign a saw in GA where two multilane 
roads merged. "Give gap, take gap". If that was truly followed merging 
later is not a bad thing. As least where I drive that rarely happens.
