The lever under the seat changes the lift from draft control to position 
control.    You are not wrong on him needing an overrunning clutch.   to 
demonstrate what would happen, hook up the bush hog, put the tractor in 
gear, and pto in gear.  start forward in an area where you can move 
without hitting anything, then when it is running good at say full 
speed, push in the clutch and then try to stop with the brakes.  It will 
become obvious very quickly why a clutch is needed.    In the case of 
working around canyons and ponds, it can be dangerous without an 
overrunning clutch.   Also, the mower can be brought up to speed, and 
then the tractor put into gear.  This is easier on the tractor and 
gears. In heavy grass or weeds, this can be a real help.

The best thing would be to sell it and get a tractor with a live PTO 
shaft.....  Just my opinion...
