[AT] Ford 8N question

It’s been a long time since I was on an 8N but I thought that was the pto engagement lever.
He will need an over-running clutch.  The fact that the pto stops when he pushes the clutch in is normal for non-independent or live pto’s.

Hi guys, my friend bought a Ford 8N and is not a computer guy.  Does 
anyone know that this lever is under the drivers seat?

He also wants to get a brush hog for the tractor, so I warned him that 
he would need to install an over running clutch. He told me when he 
pushes the clutch in, the PTO shaft stops so he doesn't think he needs 
one. Am I wrong on this, or does he need one? Thanks for any input.
