As the article mentioned, right to farm laws are on the books in all 50 states and mean different things in different states.  I think what's novel and interesting in your example is they are trying to put it in the state constitution.  Seems unnecessary but maybe a lawyer here can tell us why a right to farm amendment is stronger than right to farm legislation.

Basically these laws put the onus on plaintiff to demonstrate they have a claim arising from illegal or unsafe practices - not standard and customary practices. In other words because of these laws plaintiffs are much less likely to win a suit against an otherwise safe and legal farm just because it smells or they use chemicals.

As usual, the devil is in the details. Some corporate hog farms have gotten away with with some really suspect practices with waste lagoons under the law here in NC.  But mostly good things have arisen from these laws enacted mostly in the 1980s
