Read your original post again. I forgot about how the governor is set up. 
Maybe it did flood and get high enough to run down the tube like you 
suspect. Hopefully others will weigh in soon, I certainly would like to know 
how it could happen.

Would I be able to see if rings are bad/going bad by a compression test?
Any idea what kind of number range I would see on a compression test?

Putting gas in the oil by mistake is something I can guarantee that did not
happen.  I am the sole user of the tractor for the past 2 years and I just
changed oil fluids before the winter as I use the tractor for snow removal
in the Iowa weather.
