Govt tinkering is what sucked all the fuel mileage out of diesel 
pickups.  Our farrier had an older Dodge with a Cummins that averages 
around 15-17 mpg pulling his trailer. It finally gave up the ghost at 
around 390,000 miles, so he got a newer Ford F-250 with the 6.0 diesel. 
His fuel mileage on that truck was around 10-11 mpg.  It probably burned 
a little cleaner that his old Dodge, but he's burning almost twice the 
fuel.
