[AT] Allis D-19 brake locking up

My dad has an Allis D-19 with a recurring problem with the right brake
unexpectedly locking up while the tractor is in motion.   Have any of you
folks encountered that, or have any suggestions on what's going on?

He says it happens much more often when the weather is cold and wet than
when it's dry and warm, and that it's most likely to happen when he's on a
side hill with the right wheel on the uphill side.   When it happens, the
right rear wheel totally stops and the tractor of course swings to the right
until he can stop it.   He doesn't do anything at high speed, but still,
obviously not a good situation.   Putting the tractor in reverse and backing
up a short distance allows the brake to release and then he goes back about
his business.

He'd bought the tractor years ago from a local Allis-Chalmers dealership,
and had that same dealership install new brakes sometime after that--maybe
10 or 15 years ago now, but the tractor has only had light use since then.
The dealership is now closed but the fellow who owned it is still around and
has told my dad that he himself has a D-19 that does the same thing and he
doesn't know what causes it.   He said the problem was exclusive to D-19s
since they have different axles and brakes than do the D-15s, D-17s, etc.

Any similar experiences or recommendations out there?
