I bought one of those Spin Steer, and they don't steer on a hill, but for
$600 with less than 300 hrs, I couldn't pass it up. Been a great mower, one
of the best mower decks I have ever used. Even though I have a hill, for the
money I would buy another one.
I had a 52 inch Cub Cadet Z something.  Also a darn good mower for $2800 or
less.
