Steve,  I think the State of NC might interpret that 10,000 GVW as 
the weight of the trailer and load.  I know NC requires a CDL license
over at 26,001 or with a towed load over 10,000 lbs.

Depends on which laws you go by. Feds say 26,001 GVW or Combination over 
  26,001. The state says anything over 10,000 GVW.
