Heat = Watts = I squared x R =  I x I x R  = V x I . Since both the voltage
and especially the current is significantly lower, the heat generated is
significantly less

LEDs do not create a lot of heat in an absolute power sense, but the 
semiconductor junctions that allow them to work are very small.   One of the

larger engineering problems of making them even less expensive and longer
lasting is good thermal engineering design to remove the heat efficiently
from that small light emitting die that actually gets quite hot over its
small area.

LED's draw so few amps, I cannot imagine that they get very hot. It's a
sealed unit, no air vents. Those are heat sinks, not sure why they are
there. Possibly the same case is used for other types of lights, not sure.
