[Farmall] Fixing an improvement

I think it started with the Super A1.  Back then, it was the style with the 
steel spokes and mounted with a woodruff key, so changing to the 15" wheel 
was easier.

I have never liked the BIG steering wheel IH decided was needed on the 140’s, 
I think it was on the 130’s too.
