Or, drill it out and go with  left handed thread... 



Or, like racing motorcycle parts, drill a tiny hole through the head of the bolt put a locking wire through it... Unless its in an abrassive environment?

My first thought would be to drill out the threads all the way to the 
end of the arm and then use a longer bolt and double nut it.
