Ron you can do it either way.  It really doesn't matter as long as you have 
plenty of dirt to plow
up onto the plants as they grow.   If you plant on top of the row either 
knock it down flat on top
or use a row opener of some sort to cut a furrow in the top of the ridge.

Okay, It is finally getting straightened up so I can get my spuds in the
ground.  I am using a lister to make the rows.  My question is: do I
plant the potatoes in the furrow or on the ridge?
