Some other ideas: 

Sawzall around the stem if you can fit it under? How about a cutting torch? Wide bolt cutter on the nuts?

I've got to admire the work done by those who made it the first time. The 
screw isn't brittle enough to be hammered of ön the nut side and punched 
out? It was made good enough to last forever and don't need to be rebuilt 
;-)
