That's a sucker bet...
Heat is your friend. I would clean up the threads with a die and then 
heat the stud as hot as you can.
Then take a cheap candle and melt it on the threads and hope it wicks 
between the nut and stud.
Now heat the nut only. With it still hot try to remove the nut.

IF they come free then use the same trick to get the studs out of the 
head. I've had this work pretty well
on studs in heads. IF they don't come free or break off, grab a nut the 
same size or SLIGHTLY larger.
Place the new nut over the broken stud and hit it with a welder. This 
will almost always heat the stud
enough to break it free so they back out. IF none of the above work, 
grind the stud flat, center punch it
and drill it out. Use numbered/fractional drills and stop when you get 
to the peaks of the threads.

OR just drill it out and re-thread or heli-coil it.
