Sounds like the impulse is gummy with old oil. I can't remember if that mag 
has oil cups for the rotor, don't think so. You may have to clean it all up. 
Generally the electrical stuff fails with heat. It is rare we have to crank 
anything here when it is that cold, I don't envy you at all!
