Dean, your explanation of how PayPal works reminded me of a couple of
things I saw this week that could come in handy for buying and selling.
One is a device for I-phones and Androids called "squareup" that is a FREE
piece of hardware that plugs into the phone and allows you to scan and
charge to customers credit cards. As I said the device is free and the
charge for the service is 2.75% per swipe which is cheaper than a lot of
other services. They claim to have next day payout as well.
https://squareup.com/ The other is a pre-paid credit card by PayPal. They
send you the card and you can load it with funds from your PayPal account
and use it like any other credit card. It seems to me you could use the
square up device to get paid, have the funds paid to your PayPal account and
loaded onto your PayPal card. The whole deal is done without having to deal
with banks and their high rates.
What am I missing?

I agree that this is probably a scam but if PayPal is used and one waits for
the funds to
be transferred to the sellers bank account the risk is quite small. What
appears to be
the buyers scam is to use an unverified PayPal account to make appearances
of a legitimate
payment. However, PayPal will immediately notify the seller that funds have
not yet
transferred to PayPal from the buyer and that until they receive a valid
transfer from the
buyer's bank account or credit card account, the seller will not be able to
transfer the
funds to their account. This will take several days even if legitimate.
Meanwhile the
buyer has picked up the tractor. Later, PayPal advises the seller that the
payment from
the buyer isn't valid and no funds are or will ever be available. That is
why I suggested
not releasing the tractor until the PayPal funds have been transferred to
the seller's
bank account. Paypal will know if they have real funds in their account
before they allow
them to be released to the sellers account. If the buyer won't go along
with this then he
will immediately go away. If the buyer accepts these terms the buyer is
probably valid
and legitimate.

As others have suggested, that is a classic scam. "Kathy Smith" is probably
some guy
operating out of Nigeria - he probably sends a hundred messages a day like
that, hoping to
trap someone foolish enough (or greedy enough) to fall for his line. If you
want to test
the story, you can set up a brand new bank account with $10 in it and tell
him that you
want a bank check. Do all your transaction through that account - the worst
that can
happen is that you will be out the $10 when he cleans out the account or the
check for
more than the asking price bounces (which it WILL do).
If you do some Google searching, you can find good articles on this kind of
scam and how
to deal with it. (The best way is to probably just ignore the whole thing.)
