The way I understand it is that he will deposit maybe $13000 in your 
account and ask you to give the shipper the extra $2000 in cash.  After 
what you think is long enough time for the transfer or money order to 
clear the person comes and gets the tractor and the $2000.  Then a week 
or two after they are gone your bank notifies you the transfer was 
fraudulent.  You are out the tractor and the $2000 cash plus any fees 
you owe the bank.  They cannot empty your account, you do it for them.
