Could be.  It turns to the right OK, but the to the left is near impossible. 
Yeah, I had a front wheel post fill with water and freeze when we first got 
it. I keep it full of grease now.

Paul i think you will find a steering box void of grease. Have found this
causing hard steering and a front wheel pin froze up also. good luck. You
can get about any part you need from N Complete.
