Thanks for the advise. I did a little tapped with hammer and got it working.
This tractor set 1 block from Galveston Bay for several years so there are several things that need attention, but at least it is working now. One front tire and might be usable for small tasks.
Also wish I had a loader for it, but the rear dirt scoop will have to do for now.
