In NC parcels sold at the court house steps are often if not always subject 
to an upset period of I think 30 days after the bid.  At anytime during that 
period someone can submit a higher bid.  I'm not exactly sure how long it 
goes on and how an original bidder gets to respond.

In Missouri, when farmland is sold at the court house steps for a legal 
reasons, often the statutes setting out the procedure require that it be 
offered as a whole or in pieces.
