Just an off-the-wall thought/suggestion -

Does the fuel system on this tractor have a low pressure pump between the
fuel tank and the fuel filter?

The reason I ask is this.  A certified technician and I (well OK the
technician) changed the fuel filter on my Dodge Cummings engine. 
Afterward we couldn't get it started.  Very quickly he realized/discovered
the low pressure pump was not working.  Apparently the high
pressure/injector pump on this engine is not very good at sucking/creating
a vacuum to draw in sufficient fuel under sufficient pressure to the high
pressure pump even though the filter housing appeared to be full of fuel. 
The technician immediately stuck an air hose (with the right pressure)
into the fuel tank though a large rubber gasket and with a couple of ten
second bursts on the starter we had it running fine -
