[Farmall] 656 governor surging

I do not wish to muddy the water any, but I have a half a thought.  On 
my 560 gas, the owners manual cautions that the high speed mixture screw 
on the carburetor should be open a full five (5) turns to insure enough 
fuel supply under load.  Not sure if improper mixture would cause surge, 
but it seems it could contribute.
