Never having bought a new vehicle I can't say if a block heater is 
standard or optional equipment on   vehicles here . I would think they 
would be standard.
Just because an engine will start at extreme cold conditions does not 
mean its a good practice. Given a choice I will always use pre-heating 
(block heater) when its below zero mainly in the interests of the long 
term effects on the engine.
